Reporting to the Director of Budgets and Billing Review in the Clinical Trials Office (the ???CTO???) of Columbia University???s Vagelos College of Physicians & Surgeons (???VP&S???). The Budget Analyst will be responsible for ensuring financial feasibility and compliance of industry sponsored clinical trial budgets.
The CTO assists investigators and academic/research staff in developing clinical trials at VP&S and provides administrative resources and infrastructure to build and sustain clinical trials research at VP&S.
Responsibilities include, but not limited to the following:
Review of sponsor budgets and protocols with Columbia University (CU) faculty and their research staff to determine financial feasibility and make modifications to meet cost expectations.
Draft & negotiate budgets and payment terms for clinical trials directly with representatives of Sponsors (typically pharmaceutical companies).
Ensure compliance with University policies & procedures, including research billing compliance.
Build all negotiated & executed trials into the CTO Clinical Trial Management System (CTMS), capturing the detail budget and payment terms.
Guide investigators and research personnel regarding institutional requirements such as indirect cost rates, Institutional Review Board (IRB), Research Pharmacy and RASCAL processes and their budgetary impacts.
Create a budget based on research protocols, ensuring financial feasibility, viable payment terms, and compliance with CUIMC and NYPH policies.
Provide principal investigators and research personnel timely and effective communications regarding progress of budget negotiations.
Update & maintain all activity on databases & workflow trackers.
Liaise with Sponsors and the CU research community to ensure budget negotiations have timely progression and issues are address.
Liaise with VP&S & NYPH affiliates that interface with the Clinical Trials Office such as NYP Procurement Office, Billing Compliance and Financial Accounting.
Prepare departmental reports and manage special projects as needed per the Directors of the CTO.
Bachelor???s degree or equivalent in education and experience, plus three years of related experience.
