Position Summary

The Columbia University Medical Center Division of Cardiology is seeking a Finance Manager.   This position will be an integral part of the clinical research team with a focus on finance, regulatory matters, quality improvement and training.

Responsibilities

• Collaborate with Division leadership, Clinical Trials Office (CTO), Institutional Review Board (IRB) and to optimize the financial and administrative performance of the Cardiology Research Unit.
• In collaboration with the CTO review and negotiate i study-specific budgets and payment terms for both industry and grant-sponsored clinical trials.  Assist in preparation of gift, grant and contract budget proposals for investigator-initiated research.  Collaborate with study team managers and PIs to ensure comprehensive and timely budget development. 
• Work with ancillary departments to create cost estimates (Radiology, Pharmacy, Pathology, Ophthalmology, Anesthesiology)
• Facilitate the contract execution process between industry sponsors and CTO/SPA with performance goals of time to execution of 60 days.
• Track submissions to CTO or SPA including initial submission, contract or budget modification and close out reconciliation.
• Develop and maintain system to disseminate research billing information (SOC vs. research non-billables).
• Ensure that the Research Billing Review (RBR) process is completed in an accurate and timely fashion for all studies.
• Track research accounts to ensure timely payment from sponsors and timely payments of research fees. Collaborate with study team managers to analyze and process all research-related bills (ie: NYPH, echo, research pharmacy, etc.).
• Verify all financial activity collected prior to study close out and ensure CTO financial analysis bills the sponsor per budget including per patient fee per CTMS, invoiceable, patient travel etc.
• Track milestone points and ensures CTO/SPA invoice at each timepoint.
• Manage all research unit financial matters including ensuring physician effort certification is done in a timely manner, acting as custodian for research PayCard, reviewing financial reports for accuracy and appropriate resource allocation.
• Verify that all research personnel salary is charged to the appropriate funding source.
• Manage the approval process for service agreements between Columbia and industry.
• Utilize/enhance tools to improve the accuracy of financial analytics and enhance revenue opportunities.
• Work with Cardiology Finance to process external and interdepartmental invoices.
• Operationalize workflows to optimize performance and productivity.
• Provide training and education to research staff on budgeting and billing policies, procedures, and tools. Ensure compliance to the processes.
• Facilitate the Concur Travel and Expense Reimbursement process.
• In collaboration with the regulatory team ensure timely review of IRB submission in parallel with financial processes.  May participate in the IRB process if needed.
• Perform other responsibilities as assigned. 

Minimum Qualifications

• Bachelor's degree in business administration or related field, or equivalent in education and experience, plus four years of related experience.

Preferred Qualifications

• Knowledge of Medicare Clinical Trials Policy and other Federal, State and institutional clinical research regulations.
• Experience in research budget creation and negotiation.
• Demonstrated skill in using Microsoft Excel or other database tools.
• Ability to make positive contributions and work effectively and efficiently in a group environment.
• Strong written and oral presentation skills. Ability to communicate effectively with all levels of staff, faculty, management, and collaborators.
• Ability to teach and mentor others in group settings, in one-on-one sessions and remotely.
• Ability to prioritize and organize work independently in a fast-paced, high-volume setting.

Other Requirements

• Must successfully complete systems training requirements.
• Participation in Medical Surveillance Program.
