University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.
The University of California Office of the President (UCOP) is looking for a Project Policy Analyst 2. This position assist in the development of the University of California Health's (UCH) position for priority legislation, primarily at the state level, as well as responses to state and federal legislative, gubernatorial and other official requests. This position will provide analytical support on a variety of policies, projects, programs and issues that impact and advance the mission of UC Health's 20 health professional schools and six academic health centers. This position also collects data and information; participates in policy and program planning and development; and encourages system-wide leadership and coordination, promoting best practices and convening system-wide health sciences educational committees and work groups.
Researches and prepares responses for SGR/FGR to inquiries from legislators and other policymakers regarding UCH priorities as identified. Researches and keeps abreast of broad policy issues in health care and higher education relevant to the University as well as state and national trends in health sciences and services. Participates in policy workgroups relating to telehealth, health care affordability, privacy, database development and other health policy priority issues identified by the division. Identifies key issues and develops recommendations on health policy positions and other actions as appropriate, including analyzing data and requesting and evaluating qualitative and quantitative information from internal and external sources to support on health policy priorities. Provides support for the routine, core work of the University, such as reviewing health-related Regents' items and responding to Presidential correspondence related to various projects or issues. Prepares, edits, and modifies documents including reports, presentations, executive summaries, letters, proposals and briefing documents.
Collects, reviews, and analyzes internal/state/national data relevant to UC health sciences and services including, but not limited to telehealth, pharmacy, healthcare affordability and other statistical summaries relevant to academic health centers and schools. Coordinates efforts with a variety of external and internal contacts, including providing professional staffing for system-wide meetings to UC health sciences policy committees and other workgroups to attain a coordinated, system-wide approach that is responsive to organizational and department needs.
Monitors and assists with the review, analysis and tracking of state legislation of significant impact to UCH's programs and services. Researches and responds to ad hoc inquiries from legislators and other policy makers; and coordinates discussions as necessary to develop policy recommendations and/or positions. Assists the Vice President for Health Sciences on special ad hoc assignments by performing analytic studies and research on a wide variety of policies, programs and issues which are complex in nature. Performs miscellaneous projects/responsibilities as assigned.
Reviews, analyzes, and monitors state legislation that may affect UCH sciences and services. Assists in the identification of key issues and provides recommendations on policy positions, including gathering and synthesizing information from subject matter experts across the UC system and external sources, as needed. Tracks the status of relevant legislation and communicates information on legislation impacting the UCH's programs and services, specifically in relation to identified policy priorities, to appropriate stakeholders and faculty in a timely manner. Develops and maintains relationships with divisional subject matter experts to facilitate an efficient process for collecting expert input on bill analyses.
Two years of relevant work experience.
Demonstrated research skills to identify appropriate primary and secondary sources and to extract and assess pertinent quantitative and qualitative information; well-honed internet and database search skills.
Experience performing policy analysis and/or regulatory, statutory, and contract interpretation.
Understanding of state and federal legislative processes.
Proven ability to independently set priorities, handle deadlines and manage conflicting demands with limited supervision, but also work as part of a diverse and dynamic team.
Intermediate to advanced knowledge of common organization-specific computer applications.
Demonstrated understanding of policy issues and state and national trends relevant to the University's health sciences programs and academic health centers.
Strong writing and oral communication skills with ability to effectively communicate complex and technical information in a clear and concise manner for multiple audiences.
One year of Health policy experience strongly recommended.
Relevant work experience in a university-setting is strongly recommended.
Bachelor's degree and progressively responsible experience managing projects.
SALARY AND BENEFITS
Salary: The recommended salary range is $64,000 - $74,700. Commensurate with experience.
