University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.
The Director of Decision Support & Analytics plays an important role in forging connections between the UC Medical Centers and Practice Groups, the UC Health Data Warehouse, the health plan administrators and the Population Health and Quality team. This role focuses on providing data and analytics that will help ensure the success of our employee health plans where UC is taking financial risk. The plans include HMO, PPO, high deductible and Medicare benefit structures. Not only does UC strive to be a world leading provider of health care services, we also aspire to be a market leader in the financing mechanism for providing those services and creating a true collaboration with the UC Health provider community. The Director of Decision Support & Analytics will work closely with the self-insured health plan team within UC Health, to forge the next generation of health plan coverage with UC employees as the research and testing vehicle to get us there.
ANALYSIS Use strong analytical skills and work closely with the Chief Clinical Officer and Executive Director of Self-Insured Health Plans in analyzing and leveraging healthcare business datasets such as claims/encounter data, member data, utilization, eligibility, provider and pharmacy data to deliver meaningful insights and influence business decisions and strategies.
FINANCIAL ANALYTICS Provide financial analysis and solutions to senior management audience, including key indicators, forecasting and look back analyses to determine whether initiatives had any impact; Develops cost containment and care delivery strategies and processes.
RESEARCH Independently, or in conjunction with consultants and actuaries, performs highly complex financial or resource research and studies for both internal department and external constituents.
BUSINESS INTELLIGENCE Work independently and effectively as a key team member in a highly visible role where your business intelligence and analytical skills will apply to all areas of the self-funded employee health plans.
OPERATIONS Improve efficiency, reduce costs and optimize operations as we endeavor to make data driven decisions.
Advanced analytical, problem solving, interpretation and reporting skills (e.g. using medical claims, pharmacy reporting and/or administrative data sets).
Superb communication skills in formulating and communicating accurate and precise data process, findings and recommendations via executive level reports and presentations.
Proficiency in Microsoft Applications and Suites, Windows Server, and Microsoft SQL databases is required (intermediate/advanced).
Excellent knowledge of relational database structure, programming concepts, external data sources, and experience working with complex data systems.
In-depth working knowledge of data warehouse/relational data base structures, which may include IBM Watson Database, IBM Cognos Software, Health Plan Database(s) and Reporting Tools.
Strong knowledge of the University environment including its infrastructure, goals, objectives, achievements, rules, regulations and policies.
Strong knowledge of health care delivery and related economics as well as basic working knowledge of clinical issues and practices.
Advanced degree in Public Health, Healthcare Economics, MBA and/or related field preferred.
Bachelor's degree or equivalent work experience in a related field is required.
